The Territorial Defense Department is a structural unit of the State Military Management Institute of the National Defense University of Ukraine, which carries out educational, methodological, scientific and scientific-technical activities, educational work on training students at the operational and strategic levels in the basics of territorial defense, the theory and practice of training and conducting territorial defense as part of the defense forces of Ukraine based on the experience of modern armed conflicts, anti-terrorist and joint forces operations in the territory of Donetsk and Luhansk regions, and the large-scale armed aggression of the russian federation against Ukraine.

The Territorial Defense Department creation day was determined on May 09, 2024.

THE MAIN TASKS OF THE DEPARTMENT ARE:

  • training of strategic and operational military education levels military specialists for the Armed Forces of Ukraine and other components of the sector of security and defense in the field of knowledge 25 “Military sciences, national security, security of the state border” in all specialties and specializations of training in the university;
  • participation in student training during retraining and advanced training courses on planning, organizing and conducting territorial defense;
  • participation in professional military education courses for higher-level strategic management and state policy, strategic and operational levels;
  • support of the preparation the highest category scientific and scientific-pedagogical personnel for the Armed Forces of Ukraine and other components of the security and defense sector;
  • implementation of NATO standards into the training content and advanced approaches introduction to the educational process organization considering partners experience in order to improve the university's educational process;
  • information and analytical systems, software and equipment introduction into the educational process for specialists in the preparation and conduct of operations by groups of troops (forces);
  • conducting scientific, scientific-technical and innovative activity on topical territorial defense of Ukraine problems;
  • participation in the expertise development and implementation of the legislative projections and other normative legal acts on the territorial defense organization and maintenance;
  • participation in the state policy formation in the state territorial defense field, prospects and directions development determination of the sector of security and defense, preservation and development of the Ukrainian people national traditions, the Armed Forces of Ukraine;
  • ensuring the cultural and spiritual development of participants in the educational process, education of them in the spirit of patriotism and respect for Ukraine.

CHARACTERISTICS OF THE DEPARTMENT SCIENTIFIC POTENTIAL:

The department includes 3 scientists, including: Candidate of Military Sciences – 1; Candidate of Technical Sciences – 1; PhD – 1.

The department prepares strategic and operational military education levels specialists for the Armed Forces of Ukraine and other security and defense sector components in the field of knowledge 25 “Military sciences, national security, security of the state border” in all training specialties and specializations in the university. The department participates in the foreign military specialists preparation.

RESULTS OF THE DEPARTMENT'S ACTIVITIES:

  1. The department is a co -executor of developing and improving the complex operational tasks system, which is a major component of the university students practical training.
  2. The department scientific and pedagogical staff are involved in the doctrinal, conceptual and regulatory documents development.
  3. The department scientific and pedagogical staff carries out significant work on developing scientific recommendations for the leadership of the Armed Forces of Ukraine General Staff in the form of performing research works and operational tasks.
  4. The department is constantly cooperating with the General Staff structural units, the territorial defense forces command of the of the Armed Forces of Ukraine, our experts have made a significant contribution to the preparation of military formations during their deployment for the russian aggression repealing.
  5. The department takes an active part in the preparation and implementation of operational training activities for troops, studying, generalizing and implementing into the university educational process the experience of conducting an anti-terrorist operation, the Joint Forces operation in the territory of the Donetsk and Luhansk regions of Ukraine, as well as repelling large-scale aggression by the russian federation in the interests of training highly qualified specialists for the Armed Forces of Ukraine and other components of the security and defense sector.
  6. Since 2014, the personnel of the department have been actively involved in the tasks implementation in the anti-terrorist operation in certain areas of the Donetsk and Luhansk regions. All officers of the department are participants in combat operations. With the beginning of the russian federation large-scale armed aggression during 2022–2025, officers of the department participated in the implementation of combat missions as part of the military groups of troop’s headquarters created to repel the russian federation armed aggression during the defense of Kyiv city, in the Zaporizhia and Kharkiv directions.

The department is located on the military campus territory at 28 Air Force Avenue, Kyiv, on the second floor of the first academic building.
